Facilities rarely organize their problems into convenient categories.
A drainage problem may affect pavement. Poor lighting may become a
security issue. Access problems may involve fencing, traffic flow,

Sometimes the best answer is a relatively simple repair or operational
change. Other times, investigation reveals that a larger improvement
is justified.
And occasionally, the answer is don't
spend the money.
